Renovating an existing home or expanding its footprint with an addition requires navigating a tailored municipal inspection schedule. Because you are modifying an existing structure rather than building from raw dirt, municipal inspectors only inspect the new, altered, or exposed construction elements.

However, the golden rule of BC construction remains strictly enforced: no trade work may be concealed behind insulation, vapour barrier, or drywall until the municipal inspector has signed off on the approved paper set. Premature concealment results in immediate stop-work orders and invasive wall opening mandates.


Part 1: Detailed Breakdown of Each Inspection Stage

1. Foundation Dowel Tie-Ins & Setback Survey (Additions Only)

If your renovation includes a ground-floor room addition, bump-out, or secondary building footprint:

  • Footing Dowel Tie-Ins: Inspectors examine how the new foundation footings connect to the existing home. Structural drawings typically specify 15M or 20M rebar dowels drilled into existing concrete with high-strength structural epoxy (minimum 6″ to 8″ embedment depth).
  • BCLS Forms Survey: Before pouring concrete walls, a registered BC Land Surveyor (BCLS) must visit the site and produce a legal Building Location Survey. This certifies to the city plan examiner that the addition strictly obeys municipal front, side, and rear setback bylaws.
  • Perimeter Weeping Tile: 4″ perforated drain pipe laid with crushed washed rock and tied into the property's storm connection, protected by damp-proofing asphalt emulsion on new concrete.

2. Plumbing Rough-In & DWV Pressure Testing

Before calling your framing inspection, all new plumbing lines must be inspected under active test pressure:

  • Drain, Waste & Vent (DWV) Testing: The entire drainage stack must be filled with water to a minimum 10-foot head (or pressurized to 5 PSI with air) and held with zero pressure drop for at least 15 minutes while the inspector checks every solvent-welded ABS/PVC joint.
  • Potable Water Supply Testing: PEX or copper water lines must hold municipal line pressure (or 100 PSI air test).
  • Secondary Suite Plumbing: Verifying dedicated shutoff valves, trap primers on floor drains, pressure balance valves in shower fixtures, and proper vent pipe sizing through the roof.

3. Load-Bearing Wall Removals & Structural Framing Inspection

Removing interior walls to create an open-concept kitchen or Great Room is one of the most common residential renovation permits. The framing inspection verifies:

  • Engineered Beam Sizing: Confirming the installed beam matches the structural engineer's stamped drawings (e.g., multi-ply 1¾″ × 11⅞″ LVL beams, Glulam timbers, or structural steel I-beams).
  • Continuous Point-Load Transfers: The inspector will verify that weight from beam end-posts transfers directly down through the floor joists to solid blocking, basement posts, and reinforced concrete footings below. A beam that rests on unsupported subfloor joists will immediately fail inspection.
  • Simpson Strong-Tie Connectors: Checking joist hangers, post caps, hurricane ties, and structural screw patterns (SDS / SDWS screws) specified on the structural engineer's Schedule B.
  • Header Spans & Fire Blocking: Checking window/door header spans and fire stops installed at every vertical stud cavity transition between floors.

4. Thermal Insulation & Continuous Vapour Barrier

  • R-Value Compliance: Verifying friction-fit fiberglass/mineral wool batts or continuous spray foam insulation match the approved drawing energy notes (e.g., R-22 in 2×6 walls, R-28 in vaulted ceilings, R-50 in attics).
  • Continuous Air/Vapour Barrier: 6-mil polyethylene sheet must be fully sealed with continuous beads of acoustical sealant at top plates, bottom plates, and around window/door rough openings.
  • Vapour Barrier Hatches & Gaskets: Fire-rated electrical boxes on exterior walls must have poly gasket boot seals to prevent moisture and draft leakage.

5. The Critical Secondary Suite Check: Fire Separation Drywall

If legalizing a basement suite or garden suite, the Fire Separation Drywall Inspection is the single most critical life-safety milestone:

  • When to Call: Drywall must be hung on shared party walls, utility room enclosures, and suite ceilings, but MUST NOT BE TAPED, MUDDED, OR PAINTED.
  • What the Inspector Verifies:
    1. Drywall Type & Thickness: Verifying 5/8″ Type X firecode gypsum board (or double 1/2″ Type X drywall) as approved on the architectural permit plans.
    2. Screw Fastener Spacing: Fasteners must be driven 7″ to 8″ on center along all studs and resilient channels (RC-1). If screws are driven too deep and break the paper face, they do not count.
    3. Resilient Channel Spacing: Metal resilient channels installed at 16″ or 24″ on center across ceiling joists to achieve required STC 50+ acoustic privacy ratings.
    4. Intumescent Fire Stopping: Fire-rated acoustic caulking sealing all perimeter gaps, HVAC duct penetrations, and electrical junction boxes.

6. Final Building, Egress & Life Safety Clearances

Once all trades (plumbing, electrical, gas) have received final sign-offs, the municipal building inspector conducts the final inspection:

  • Bedroom Egress Windows: Every bedroom must have an unobstructed outside opening of at least 0.35 m² (3.77 sq. ft.) with no dimension less than 380mm (15 inches), a maximum sill height of 1.5m above the floor, and a minimum 550mm clearance in window wells.
  • Interconnected Smoke & Carbon Monoxide Alarms: Hardwired, interconnected alarms on all levels and inside all bedrooms. In secondary suites, a visual strobe and interconnected alarm between the main home and suite must sound simultaneously.
  • Stairs & Handrails: Continuous handrails between 865mm and 965mm height, with baluster spacing preventing a 100mm (4-inch) sphere from passing through.
  • Permit Closure: Passing this inspection closes the building permit and issues the formal completion notice or Occupancy Certificate.

Top 5 Inspection Mistakes to Avoid on Renovation Sites

  1. Taping Drywall Before the Fire Inspection: If you mud or tape the joints before the inspector checks screw spacing and Type X stamps, the inspector will order you to strip or replace sheets.
  2. Missing Point Load Blocking in Crawlspaces: Installing a massive steel or LVL beam upstairs without adding concrete pad footings and posts in the basement crawlspace is an automatic failure.
  3. Calling Framing Before Plumbing & Electrical Sign-Offs: The building inspector will not look at wood framing until the plumbing DWV test and electrical rough-in permits are logged in the municipal database.
